One region. Three authorities.

DC, Maryland and Virginia do not work the same way, and assuming they do is the most expensive mistake a new provider makes. Here is each one, with the date we last checked it, and the authority to contact when you need them rather than us.

The Virginia authority path depends on who will pay for the trips.

What governs here

Virginia DMV publishes a dedicated OA-151 path for carriers operating only as Medicaid NEMT providers. A company that will also take private-pay, private-insurance, or other work starts with the DMV operating-authority navigator instead.

Northern Virginia is the complication. Part of it sits inside WMATC territory, so an authority that is perfectly good in Richmond can be the wrong authority for a trip in Arlington.

What Virginia requires

Only what the authority publishes. Where nothing is published we say so and name who to ask, because a confident guess is worth less than a true blank.

    Operating authority

    For Medicaid-only NEMT, Virginia DMV publishes form OA-151. Mixed or private operations follow a different DMV authority path; choose based on the work you intend to run.

    Northern Virginia falls inside the WMATC district. Confirm with WMATC whether your intended service area requires their authority as well.

    Vehicle marking

    Virginia requires business name and phone in permanently affixed lettering at least three inches high on both sides. Separately, our own standard specifies permanent vinyl and never magnetic lettering: that one is ours, not Virginia’s, and we say so rather than letting it read as law.

    Vehicle age or mileage cap

    Virginia publishes none. The requirements are condition standards, not an age limit. Anyone quoting you a Virginia age cap is quoting something else.

Insurance: confirmed at registration, in writing

  • Virginia ties some requirements to local ordinance as well as the DMV amount, so the number that applies depends on where you run.
  • We confirm the exact requirement that applies to you at registration, in writing, before you are asked to buy anything.

Confirm with Virginia DMV, and with WMATC if any part of your service area is inside the district.
